Tire pump hose clamp and end set, includes 2 clamps for hose and end that attaches tube valve stem, does not have pin in the end so that the valve in the steam of the tube acts as a check valve when filling the tube.

What do you mean by "Non-functioning"? If I mount this to an old pump, will it work?
 The pump does not have a pin in the end that would open the valve of the tube. It is just for show
